Eight capability layers
Skills are built in layers, not one level
Every training area builds one or more of eight capability layers. There is no single overall level for a learner.
You might be advanced in one layer and completely new to another. An experienced mechanic may have deep practical skill and still be new to email and online forms, and that is normal.
